Independent Adoption Process Overview:

  1. Family requests information packet. This includes information about Definition Sheet, Adoption Services Schedule, Agency Fees, and an Application.
  2. Family completes and returns Application. Family indicates adoption interest, whether adoption counseling, pre-placement home study, or post-placement services.
  3. Initial consultation with adoption worker. Red Thistle adoption worker makes contacts family to evaluate individual situation and interest in adoption.
  4. Home study process. Upon request, the family is sent pre-adopt materials and a Home Study packet. Family compiles and submits all home study documentation. Red Thistle sends Services Agreement, Statement of Understanding, and Preadoption Questionnaire forms. Family submits signed Agreement and Statement along with Home Study Fee. Pre-Adopt Questionnaire is returned before or during home study visit. Red Thistle adoption worker conducts home visit and completes Home Study Report. Red Thistle submits completed Home Study Report as directed by family.
  5. Placement. Family welcomes child into the home.
  6. Post-placement process. For domestic adoptions family submits Post-placement Study Fee to Oregon Department of Human Services, which notifies agency to prepare Confidential Placement Report to the Court. Red Thistle adoption worker conducts post-placement interviews at home of family, prepares written report, and submits to appropriate court. Post-placement follow up and support are provided upon request. For international adoptions Red Thistle adoption worker conducts post-placement interviews, prepares written report, and submits report as directed by family.
